Recent studies have shown that approximately 70% of the nation’s high school students graduate on time. This amounts to 1.23 million students each year and disproportionately affects African American and Hispanic students. Senator Tom Harkin (D-IA) introduced legislation to establish nationwide standards for graduation rates on September 26, 2008. The Every Student Counts Act will establish uniform nationwide graduation rate calculations to allow for more consistency and transparency while setting graduation rate goals for all students.
