Please note that these links include both program-level and community-level initiatives, and may or may not share commonalities with United Way of America's outcome measurement approach and methods.

The Government Performance and Results Act (GPRA)
The goal of GPRA is to improve performance measurement of agencies and government-funded programs. GPRA links budgets to results; in a process called performance budgeting. Under this program, all federally-funded programs must demonstrate outcome results in order to receive government funding. General Accounting Office (GAO)
The General Accounting Office (GAO) is the investigative arm of Congress. GAO examines the use of public funds, evaluates federal programs and activities, and provides analyses, options, recommendations, and other assistance to help the Congress make effective oversight, policy, and funding decisions. Check particularly GAO reports on performance measurement.
Office of the Assistant Secretary for Planning and Evaluation
The Assistant Secretary for Planning and Evaluation (ASPE) is the principal advisor to the Secretary of the U.S. Department of Health and Human Services on policy development, and is responsible for major activities in the areas of policy coordination, legislation development, strategic planning, policy research and evaluation, and economic analysis.

The Administration on Children and Families
This page provides links to the Administration for Children and Families (ACF) statistics, data, research, and publications, including the Government Performance and Results Act (GPRA). There also are links to research on services for children and families; financial reports; clearinghouse databases; fact sheets, testimony; specific program reports; reports to Congress; and GPRA reports, including the ACF Annual Performance Plan and Report. Assisting Performance Measurement Initiatives in Health and Human Services Programs
Information on U.S. Department of Health and Human Services efforts to establish performance measures for its programs. Includes the National Academy of Sciences report, Assessment of Performance Measures for Public Health, Substance Abuse, and Mental Health; the Institute of Medicine report, Improving Health in the Community -- A Role for Performance Monitoring; and ordering information for the Office of the Inspector General's two-volume report, Results-Based Systems for Public Health Programs. Also includes many non-DHHS resources, including other federal, city, state initiatives; and CONQUEST, an information system for collecting and evaluating clinical performance measures.

Performance Measurement Information: Clearinghouse for Governments (GASB)
This site is intended to provide: A basis for understanding accountability for state and local government; an understanding of what government performance is and what types of measures are used to report that performance; information about how performance or accountability is measured; clearinghouse for information about governmental performance measurement (who is doing what in using and reporting performance, where to go to get more information about performance measurement); information about how to develop performance measures, use performance measures, report and communicate performance results, and ensure the relevance and reliability of performance measures; and information about how performance measurement fits into a system of managing for results. ICMA Center for Performance Measurement
The ICMA Center for Performance Measurement builds on the work begun by the Comparative Performance Measurement Consortium, a group of 44 cities and counties with populations of 200,000 and greater whose managers identified a need for accurate, fair, and comparable data about the quality and efficiency of service delivery to their citizens. ...Today, the major activity of the center remains administration of the Comparative Performance Measurement Program initiated by the consortium. The center provides training for new program participants, coordinates meetings for program participants, refines data collection templates based on suggestions from program participants, collects and cleans program data, compiles information regarding best practices among program participants, and publishes the annual program report.
